White Paper proposes large-scale change to commissioning of health services

The Health White Paper recently published by the government sets out far ranging changes to the management and delivery of health services.

These include proposals to abolish Primary Care Trusts and for GP commissioning groups to take responsibility for NHS budgets in their place. The White Paper is a consultation paper in itself and in addition 4 out of 5 related consultation documents have been published by the Department of Health so far. They all run until 11 October 2010.

The consultation documents are:

  • Transparency in outcomes: a framework for the NHS
  • Increasing democratic legitimacy in health
  • Liberating the NHS: commissioning for patients
  • Liberating the NHS: regulating healthcare providers
